Applying for a Susan Harwood Grant? Here's Help

OSHA's Susan Harwood Training Grant program provides grants to nonprofit organizations to provide training and education programs for employers and employees on the recognition, avoidance, and prevention of safety and health hazards in their workplaces. OSHA selects the safety and health topics and holds a national competition to award the funds, and this year, in an attempt to level the playing field, the agency is offering helpful tips for improving the application process.

Posted to the agency's Web site at is a PowerPoint presentation of 12 slides designed to assist grant contenders with general guidance, covering such topics as course content, materials, and budgets. Slide 4, "Target Your Audience," makes these recommendations, for example:

  • Target one or more of OSHA's emphasis populations
  • Serve multiple employers and employees
  • Only individuals covered by the OSH Act are eligible to receive grant-funded services
  • Develop your program at the audience's level.

Slide 9, labeled "Budget," offers these tips:

  • Include detailed project budget backup document; break out program and administrative costs
  • Detailed budget should match the amounts on SF 424A form
  • 25% cap on administrative costs
  • Maximum open and free competition for all procurements/contracts

Nonprofit organizations, including community and faith-based organizations, that are not an agency of state or local government, are eligible to apply, as are state and local government-supported institutions of higher education.

Training materials developed under Susan Harwood grants can be accessed at www.osha.gov/dcsp/ote/sharwood.html, which contains links to the grantees' Web sites. Grantees will post their training products for a designated period and provide access at no cost to users. As additional training products become available, OSHA provides further links from its site. The training products are arranged by topic and grantee organization name.
